Dani DeBoice says it would discourage people from jumping on the train in The Core, "which means it creates actually less eyes on the transit and that can actually create greater social disorder, which is what we saw during the pandemic. When fewer people are riding on the transit, it can actually cause greater social disorder rather than solving the disorder." She adds, "people who evade the fare are still likely to do that, which will increase the demand and cost for more enforcement."
